Regional Team Leader for Africa Investigations at Integrity Vice Presidency - World Bank Group

Howard Dean is the Regional Team Leader for Africa Investigations with the World Bank Group Integrity Vice Presidency (INT), which is responsible for investigating allegations of sanctionable practices in World Bank financed projects.  In that capacity, he manages a diverse team of investigators, lawyers and forensic accountants; works with companies seeking a negotiated resolution of cases; and collaborates with authorities to strengthen capacity and anti-corruption efforts at the national level.   Mr. Dean has undertaken investigative work in Africa, South Asia, East Asia, Europe and the United States.  He is a trained lawyer who, before joining INT in 2008 in an advisory capacity to the incoming Vice President, served as INT's legal advisor with the World Bank Legal Vice Presidency, where in addition to advising INT he advised multiple general counsel, deputy general counsel and other senior management on anti-corruption and investigation policy.  He helped to develop the policies that serve as INT's and the World Bank's anti-corruption framework.  Such policies include the sanctions system, the cross-debarment framework, the voluntary disclosure program, witness confidentiality, and cooperation with national law enforcement authorities.
